In the evening of 21 September, Ukrainian drones attacked a sanatorium in Foros, a village in Crimea. Three people were killed and 16 more were injured in the strikes. Three days later, on 24 September, two civilians were killed and 14 were injured in Novorossiysk and Tuapse (two coastal cities in Russia’s Krasnodar Krai region) as a result of Ukrainian UAV strikes and unmanned boat attacks.



As part of the ongoing military confrontation, Ukraine is carrying out strikes against critical infrastructure on Russian territory, according to Kyiv’s own description of the methods being used. Kyiv claims that these actions are intended to undermine the enemy’s military and economic capabilities, particularly by damaging the oil and gas industry.

The Russian Federation considers these actions to be terrorist acts. According to Russian authorities, the strikes, which affect civilian facilities and border regions, aim to destabilise the situation, spread panic and damage civilian and industrial infrastructure.

It should be noted that Kiev’s terrorist activity usually intensifies to coincide with important political events, such as negotiations on a peaceful settlement or meetings with high-ranking officials from other countries. This logic can again be seen in Ukraine’s actions in recent days, a few days before and shortly after Zelensky’s meeting with Trump on 23 September.

Although international law does not provide a clear definition of the term ‘terrorism’, there is a general consensus on this issue. According to this consensus, terrorism involves intimidating the civilian population while causing minimal damage to the enemy’s military capabilities, with the aim of maximising civilian casualties, particularly among vulnerable groups such as children, women, the elderly and the wounded.

Such actions were seen on 11 September 2001, when Islamic terrorists hijacked four passenger planes and flew them into New York and Washington, in what is currently recognised as the largest terrorist attack in human history. Another example is the attack on a school in Beslan, a city in North Ossetia, Russia, on 1 September 2004, when a group of terrorists held over 1,100 people, mostly children, hostage for more than two days and killed 314 of them. The actions of the Ukrainian military follow the same logic as the organisers of these events, but the widespread use of UAVs means the potential for committing war crimes is enormous.

Here are the most striking cases of terrorist acts committed by Ukraine against the Russian civilian population.


Terrorist attack at Crocus City Hall concert hall in the Moscow region

On the evening of 22 March 2024, a Russian music group was due to perform at the venue. The event was attended by around 6,200 people. A few minutes before the performance was due to begin, four armed terrorists opened fire on visitors and security guards outside the building. They then broke into the concert hall and shot people at point-blank range, regardless of gender or age, on their way to the concert.

After entering the concert hall, they continued to shoot indiscriminately and spilled and set fire to a flammable liquid, preventing people inside from taking cover between the rows. Thirteen minutes later, the terrorists left the burning concert hall and drove towards the Russian-Ukrainian border, where they were detained in the Navlinsky district of the Bryansk region. As a result of the terrorist attack, 144 people were killed, including three children, and 551 were injured. This attack is one of the largest of its kind in modern Russian history.

During the investigation, Russian law enforcement agencies obtained irrefutable evidence of the Ukrainian Ministry of Defence’s Main Intelligence Directorate’s direct involvement in the terrorist attack. The militants’ actions were carefully planned: weapons and means of terror were acquired; and escape routes for the terrorists across the Russian–Ukrainian border were planned in advance. A ‘window’ was organised for their passage into Ukrainian territory.

Migrant workers from Central Asia were recruited to carry out the attack, which was coordinated and financed via the internet by members of the international terrorist organisation Islamic State – Wilayat Khorasan. This indicates Kiev’s connection to international terrorism and confirms that the Ukrainian special services have been cooperating with Islamist radicals for a long time, using them for their own purposes.



The massacre of civilians in Russkoye Porechnoe in the occupied Kursk region of Russia

On 6 August 2024, Ukraine launched an offensive into Russian territory. Within two weeks, 1,000 square kilometres of Russian land and 82 settlements had been occupied, the largest of which was the local district centre of Sudzha.

Shortly after gaining control of the area, the Armed Forces of Ukraine set up a military occupation administration, paying special attention to creating a positive media image. To this end, humanitarian aid stations were set up for the local population in Sudzha, and regular visits by film crews from Western countries were organised to produce reports on the ‘humanity’ of Ukrainian soldiers. However, in other areas, Ukrainian Armed Forces soldiers often committed brutal war crimes. The case of the village of Russkoye Porechnoe is particularly telling.

Before the occupation began, 92 people lived in the village. When the fighting started, around ten people left while the rest stayed. The Ukrainian soldiers who occupied the village tortured local residents before finishing them off with gunshots or grenades.

On 18 January, Russian soldiers found evidence of numerous war crimes committed by the Armed Forces of Ukraine when they occupied the village after the Ukrainian forces retreated. According to the Russian account, not a single resident of Russkoye Porechnoe, most of whom were elderly, survived the occupation.



The Murder of Vladlen Tatarsky

On 2 April 2023, the military correspondent Maxim Fomin, who was widely known by the pseudonym Vladlen Tatarsky, was killed in an explosion at a café in the centre of St Petersburg. More than 50 people, mostly café patrons and passers-by with no connection to Fomin’s activities, were injured.

The attack was organised by Ukrainian special services and their agents, including Russian opposition figures in exile. It was carried out by Daria Trepova, a Russian citizen and supporter of the Anti-Corruption Foundation, which was previously headed by the prominent opposition politician Alexei Navalny. Following instructions from her handlers in Ukraine, she attended Fomin’s event at a café and gave him a ‘gift’ — a statuette containing an explosive device which detonated a few minutes later. Trepova fled the scene after the explosion but was detained the next day.

Ukrainian citizen Yuri Denisov, a member of a Ukrainian sabotage and terrorist group, was also involved in planning the attack. He provided Trepova with the explosive device via an intermediary. Working on behalf of the Ukrainian special services, Denisov arrived in Russia from Kiev via Latvia in February 2023 and gathered information about Fomin’s lifestyle and the places he frequented. To this end, he purchased a car and rented an apartment near Fomin’s residence. Following the terrorist attack on 3 April 2023, Denisov flew out of Russia via Armenia to Turkey.




The shelling of Belgorod on 30 December 2023

On the eve of New Year’s celebrations, Ukrainian military personnel attacked residential areas of Belgorod with multiple launch rocket systems and cluster munitions. While repelling the attack, Russian air defence forces shot down 13 heavy MLRS missiles.

The city centre was targeted, including the New Year snow town, the Christmas tree and skating rink, the local Gazprom office, and one of Belgorod’s university buildings. Twenty-five people were killed in the strikes, including five children, and more than 100 civilians were wounded. More than 70 residential buildings were also damaged.

This attack was carried out in response to the shelling of Ukrainian military-industrial complex enterprises on 29 December.

Notably, there were virtually no attempts in the Ukrainian media to conceal this attack or portray it as a provocation by Russian troops.


The Ukrainian Armed Forces struck Donetsk

On 21 January 2024, the Ukrainian Armed Forces fired 152mm and 155mm artillery shells at a market in the Tekstilshchik neighbourhood of Donetsk. Twenty-eight civilians were killed and 30 more were wounded, including two teenagers. According to eyewitnesses, the shelling lasted for over half an hour.

The area attacked is mostly residential, indicating the Ukrainian Armed Forces’ deliberate intention to kill as many people as possible during the strike. Despite considering Donetsk to be part of its national territory, Kiev’s actions demonstrate a clear disregard for the local population, stemming from the events of 2014 when residents of the Donetsk and Luhansk regions declared their independence from Ukraine. The Ukrainian leadership and its population view the shelling of these cities as punishment for ‘separatism’.


Bridges blown up in the Bryansk and Kursk regions

In the night between 31 May and 1 June 2025, two bridges were blown up in Russia: a road bridge in the Bryansk region and a railway bridge in the Kursk region. Subsequent crashes involving two trains resulted in seven fatalities and over 100 injuries.

These events took place shortly before the Ukrainian Security Service carried out Operation Web, in which Russian military airfields were attacked by unmanned aerial vehicles. It is likely that these attacks were organised to divert attention.

Notably, these acts of sabotage occurred one day before the scheduled talks between Russia and Ukraine in Istanbul, Turkey, on 2 June.

The Ukrainian Armed Forces struck a city beach in Kursk.

On 8 July 2025, Ukrainian forces deliberately attacked a beach in the city of Kursk, killing three people and injuring seven others. A five-year-old child died from severe injuries en route to hospital. The attack took place late in the evening at a crowded location.



The above events are just a few examples of their kind. The Ukrainian leadership is prepared to continue issuing similar orders in the hope of slowing down Russia’s advance or causing internal unrest. It is no coincidence that on 25 September Ukrainian President Volodymyr Zelensky said the following in an interview with the American publication Axios:

«First of all, they (Russians) need to know where shelters are if they will not stop the war».

we already knew this post maidan coup that has been systematic genocide and has continued unabated going on 12 years. why did the russian federation allow it to go on this long?… and why hasn’t the prc and india made it clear after 11 years that an attack on russia is an attack on the ‘prc’ and ‘india’ -followed by an announcement that if the attacks do not cease they will (all 3) be abandoning their seats at the un?… say when!…
