Ukraine’s Armed Forces Detained LPR JCCC Representative

Ukrainian security forces captured an employee of the Joint Center for Control and Coordination of the Ceasefire (JCCC) of the self-proclaimed Lugansk People’s Republic (LPR).

The representative of the JCCC was stopped near the checkpoint “Pervomaisk – Zolotoe”, the representative of the LPR on the political subgroup for Donbass, Rodion Miroshnik said.

“The militants of Ukraine violated several obligations and agreements at once, stole our observer, who was in Zolote. This happened today around 11.30. Armed men in the uniform of the Armed Forces of Ukraine came out of the forest, firing shots into the air and captured our unarmed representative, who had all the relevant documents and stripes of the JCCC representative. Our representative was in an area where the appearance of people with weapons was prohibited, as was the conduct of any hostilities. Ukraine gave security guarantees to carry out work there, which was monitored by a representative of the JCCC LPR,” he wrote.

As Miroshnik later added, Andrei Kosyak, an observer of the LPR representative office in the JCCC, was taken away in an unknown direction.

At a meeting of the contact group, the LPR plenipotentiary representative in the contact group, Vladislav Deinogo, demanded the immediate release and return of the captured LPR representative.

Earlier, the People’s Militia of the LPR announced that the Ukrainian Armed Forces shelled a school in the republic-controlled village of Zolote-5.

Photographs of Kosyak were published, showing him with his JCCC helmet and uniform, as well as his gun driver’s license. He also has a Russian passport. It is plain to see that he is a representative of the JCCC, but he was detained and abducted regardless.

The Ukrainian Joint Forces Operation is dubbing him a serviceman of the armed forces of the Russian Federation, although he received his passport only in 2020.

“Today, at about 10.45, the Russian armed formations resorted to a gross provocation: a group of armed persons with the JCCC armbands, under the guise of carrying out demining operations, was conducting reconnaissance of the abandoned positions of the Armed Forces of Ukraine. <…> The operational group of the Armed Forces of Ukraine detained a citizen of Russia Andrey Valentinovich Kosyak, born in 1978, a Russian serviceman. Weapons and ammunition were confiscated from him,” a JFO Facebook message said.

In response to this Miroshnik called the Kiev authorities a “terrorist” state.

“Today’s sortie of the Armed Forces of Ukraine in Zolote emphasizes that Ukraine is a terrorist state that does not fulfill any of its obligations, including the observance of the immunity of employees of the Joint Center for Control and Coordination. All the guarantees given by Kiev are worthless, and the version put forward by the Armed Forces of Ukraine about the alleged intelligence activity of a JCCC employee is absurd!” he said.

The continuation of the dialogue between the LPR and Ukraine within the framework of the Minsk format seems senseless until the release of the representative of the Republic in the Joint Center for Control and Coordination of the Ceasefire Regime, seized by the Ukrainian sabotage and reconnaissance group, said the head of the LPR Leonid Pasechnik.

“Today Kiev has once again shown its “desire” and “efforts” towards a peaceful settlement of the conflict in Donbass and the implementation of the Minsk agreements – the Ukrainian government twice violated the Minsk agreements. A sabotage and reconnaissance group of militants of the Armed Forces of Ukraine attacked from a shelter an officer of the LPR representative office in the JCCC, who, following the instructions, ensured control over the observance of a comprehensive ceasefire in the Pervomaisk-Zolote checkpoint area during road cleaning by employees of the Luhansk Avtodor enterprise,” he said.

“We immediately demand the release of the LPR representative in the JCCC, and the OSCE SMM and other international organizations to give an appropriate assessment of Kiev’s provocative actions, which we tend to consider an act of terrorism. <…> Until the release of our representative in the JCCC, I consider it senseless to continue a full-fledged dialogue within the framework of the Minsk format!” Pasechnik concluded.

In turn, the LPR representative in the Contact Group Boris Gryzlov said that the OSCE is not responding properly to the actions of Kiev.

“The situation in Zolote is another direct violation by Kiev of these measures, as well as the Framework Decision on the disengagement of forces and assets agreed upon by Ukraine and Donbass in 2016 within the framework of the Contact Group. Such an event further aggravates the situation on the line of contact and complicates the process of resolving the conflict,” he stressed.

The Joint Center for Control and Coordination of the Ceasefire and Stabilization of the Situation in Southeast Ukraine (JCCC) is a structure created for a complete ceasefire in Donbass and stabilization of the line of contact of the parties on September 26, 2014 by decision of the General Staffs of the Armed Forces of Ukraine and the Russian Federation.

The JCCC’s area of ​​responsibility includes control over the termination of the use of all types of weapons; exchange of prisoners of war; withdrawal of heavy weapons from the contact line of the parties and other points.
