On January 26, the United States and Russia agreed on prolonging the New Strategic Arms Reduction Treaty (known as New START), according to a summary of the call between Joe Biden and Vladimir Putin published on the Kremlin’s website.
The US and Russian leaders expressed their satisfaction with the progress made, it reported.
Russian media also reported that Putin submitted an agreement to prolong the treaty to the Parliament for ratification. The agreement is set to be extended until February 5, 2026.
New START obliges Russia and the US to reduce the number of their strategic nuclear missile launchers by a half is set to expire in February 2021. Earlier, the United States demonstrated an unwillingness to prolong the agreement without preconditions i.e. concessions by the Russian side. This put the treaty in danger. Nonetheless, now it seems that the US posture has shifted toward a more constructive position.
According to reports, in the coming days, Washington and Moscow will to complete all the procedures needed to ensure New START will remain in force.

Many years ago after the fall of the wall I read a book of the Cold War Espionage and such. In it was a chapter on a Senior CIA man on holiday fishing on a lake in a little boat. With time on his hands he was looking around and he saw a big sign that said ” Caution buried cables” He thought about this and wondered if perhaps in Russia they did the same. The HQ for the Submarine Fleet was on an Island and the US could never intercept communications from this HQ. So he asked that someone should scan the land on the mainland . Sure enough a sign in Russian said ” Beware Buried Cables ” that was directly in line with the island. The US sent in a submarine and underwater operators discovered the cable and plugged a listening device into the cable. They were then able to listen into communications from the Island HQ to the mainland. Over time the Russians had become sloppy believing their lines were secure their codes were weak or hardly used. Thus the US was able to read the Russian Submarine Fleet traffic. Now this is where it gets interesting. The US where going to have war games and with protocols informed Russia. Part of the war games was a mock attack on Russia so they were interested to see where the Russian subs were going to be deployed thinking they would be sent along the coastline of the US to retaliate. Instead all subs were ordered back to their bases. From this the US knew that Russia were not interested in going to war but for years the US pumped up the notion of the need to build more weapons as Russia was on the path to attack.

Operation Ivy Bells was the code name for that operation John. The operation was given up by a US intelligence analyst called Ronald Pelton. The US company AT&T developed and built a special listening device which wrapped around the cables, and could disentangle if the cables were brought up for repair. The Soviets recovered the device, and no doubt applied the technology to NATO and other foreign states underwater cables. Nowadays, it’s the US and Britain who cry wolf about Russians listening in to undersea cables, being the total cry baby hypocrites they are.
