Following the victory of the Syrian army and its allies over the “Islamic State” group in the town of Albu Kamal in the north-east of the country, the road has been opened for the first time since the declaration of the Islamic Republic of Iran in 1979 between Tehran, Baghdad, Damascus and Beirut and become safe and non-hostile to the four capitals and their rulers.
The United States tried to block the road between Tehran and Beirut at the level of Albu Kamal by forcing the Kurdish forces into a frantic race, but Washington failed to achieve its goals.

The Syrian Army along with allied forces (the Lebanese Hezbollah, the Iranian Revolutionary Guards and the Iraqi Harakat al-Nujaba’) liberated the city, opening the border with Iraq at al-Qa’im crossing. ISIS militants fled to the Iraqi al-Anbar desert and east of the Euphrates River where US and Kurdish forces are operating.
The United States established a new rule of engagement in the east of the Euphrates, informing the Russian forces that it will not accept any ground forces (the Syrian army and its allies) east of the Euphrates River and that it will bomb any target approaching the east of the river even if the objective of the ground forces was to pursue ISIS.
Thus, the US is establishing a new undeclared no-fly-zone without bothering to deny that this can serve ISIS forces east of the Euphrates and offer the terrorists a kind of protection. Moreover, the US-led international coalition air bombing against ISIS has reduced noticeably.
With this US warning, it is clear that Washington is declaring the presence of an occupying force in Syria, particularly as the presence of the coalition was linked to fighting ISIS as previously announced. Today ISIS has lost all cities under its occupation since July 2014 in Iraq and before this date in Syria. Therefore there is no legal reason for the presence of the US forces in the Levant.
By becoming an occupation force, the US troops expose themselves, along with the proxy Kurds operating under its command, to attacks similar to the one in Iraq and the one in Lebanon in 1982 during the Israeli invasion.
The United States will no longer be able to block the Iraqi-Syrian road (Al-Qaim-Albu Kamal) because it is related to the sovereignty of the two countries. But this does not mean Tehran will use this route to send weapons across Baghdad and Damascus to Hezbollah in Lebanon, for two reasons:
First, Iraq has sovereignty and the Prime Minister Haider Abadi will not allow any Iraqi armed party to keep its weapons because the Iraqi armed forces are responsible for holding security, especially after the defeat of ISIS in all cities.
Abadi’s next step will be to disarm all Iraqi movements and organizations by the year 2018 and most likely after the forthcoming elections in May. According to well-informed sources Iran and the Marjaiya in Najaf (and the majority of the Iraqi parties) want Abadi to be re-elected for another term.
This means that Iraq will not allow its territory to be used to finance non-state actors, even if these have taken part in the elimination of ISIS. Neither will he allow weapons to cross his country to an ally that fought alongside the Iraqi forces – such as Hezbollah – because he is not positioning himself against the United States and the countries of the region. This is not Iraq’s battle.
Secondly, Hezbollah does not need the land route from Tehran to Beirut because the sea and air links with Tehran are open through Syria and from it to Lebanon. Moreover, Hezbollah is no longer in need of additional weapons in Lebanon, especially since the Lebanese-Syrian front is unified against any possible future Israeli war.
As for Syria, the preparations for starting the challenging and complex rounds of negotiation to open the way for political talks have begun in Sochi, Russia. Naturally, these talks are difficult because the United States has demands, as does Turkey, which has shown its intention to stay for a very long in the north of Syria.
In this context, Syrian President Bashar al-Assad is ready to prepare for a new constitution, on which work began several months ago. Syrian and international human rights experts and law specialists have been discussing with various groups how to establish new constitutional foundations for Syria, aiming to invite the numerous anti-Damascus parties to lay down their arms and join in the negotiations for the future of Syria.
The only problem remains with al-Qaeda in Bilad al-Sham, and the thousands of foreign fighters in Idlib, waiting for the results of the Turkish-Syrian negotiation.
The war was long and complex, mainly because of shifting alliances. But the peace will be no less complex to construct if future wars based on revenge and a greedy desire for territory are to be avoided.

The land route is more important for Syria and Iraq as countries than to Hezbollah which is a non-state. If Iran and Hezbollah managed to keep Hezbollah well armed and even establish factories inside Lebanon, they can continue with what they had.
This route gives Syria an additional security to trade and connect, because the northern and southern routes go through countries which are not so friendly and may block Syria on the smallest of excuses.
Syria has no land connection westwards.
For Iraq, this route gives an additional path to trade as well as export of oil and petrochemical products, if the region becomes safe enough to build and use a pipeline (a pipeline existed before). Such pipeline also benefits Iran, and if the birdies told me the truth, it also benefits Qatar and Kuwait.
Anyway, it’s an important route and contrary to what the US and Israel claim, it’s not a matter of life and death neither to Hezbollah nor to Israel. These claims are just thinly-veiled excuses to propagate the tension and if they can, the chaos.
The future of Syria should be in the hands of Syrians, not the pathetic “opposition” who decided to rid themselves if any kind of shame and announce to the world that they are merely marionettes controlled by Saudi puppeteers (The sad part is that the Saudis themselves are puppets controlled by others in their own rights). Anyway, for their new constitution, Syrians better avoid a constitution which gives various ethnic and religious groups a “quota”, like in Lebanon or Iraq. Shi’as are minority in Syria and one may think it’s in the interest of Shi’as to have a fixed position in the future of power share, but in reality it’s against the country’s interests. Such allotment just deepens the differences and if there’s just ONE group with an agenda other than the country’s best interests, it’s more than enough to throw the whole country into chaos and in-decision for a long time, as evident in the last 13 years of Lebanon before election of President Aoun.
I fully disagree with part of your last paragraph if you mean a dictatorship of the majority over minorities. A true democracy is where the majority safeguards the interest of the minorities too.
The way to prevent all this is that in a new constitution there should be a large autonomy on regional matters and the unitary state is just reponsable for a few national issues.
On a regional basis, local education, languages etc can be defined. On a national level just the integration of regional militias and the national army, international affairs, some economic coordination. Nothing more. Quota inside parliament can work through a two tiered chamber system. Representatieves elected from regions according to population size and a chamber with elected representastives of say a few per region. A bit like several federated states.

What does it matter where the quote comes from, they are true and that is what counts . One must always be changing ones entire life if one wants improve, wants to win. I have to question the article author’s credibility and competence. The author is making confusing statements about a no fly zone and a no ground advance zone. They’re two different things. The Russians don’t provide air cover for a ground advance without making preparations for a peer air confrontation to secure the advance from being bombed. Syrian government coalition aircraft and ground forces have reportedly been operating east of the river in multiple areas for some time now.

I see what you’re saying though; the part of the article you’re quoting could have been worded a bit better, but I think most people understood what he was getting at. Threatening a foreign government with the promise of airstrikes on it’s troops for moving them within it’s own borders seems to be the framework of a US-vetted no-fly-zone. Historically, the US has always used no-fly-zones as a pretense to bomb other countries military infrastructure [targets of dynamic and ill-defined criteria anyway] without stoking criticism from the rest of the world. This current threat of area-denial enforced-by-airforce is just the no-fly-zone sans the no-fly; the only difference is that one makes a larger blip on the radar for the public at this point (the American public is worried about commitment and escalation, not aggression and violence). We’ve bombed Syrian targets in the past without issue – but like you said, Clinton lost the election with the ‘no-fly-zone’ mantra.
This is all just from my sleepy perspective though. :)
When someone makes incoherent statements like the author, I question their competency. And when they make unsubstantiated inflammatory claims about a threatened major escalation in hostilities that is contradicted by ongoing Syrian operations on the east side of the river, and official statements from the US, Russian, Turkish and other governments about deescalating the conflict.
