The Telegram channel Minpravda discovered a tender on Federal Business Opportunity website, issued by the US Air Force. The tender is for buying RNA samples and synovial tissue from Russian citizens. The listing specifies that the donors should state the region they’re from, their age, sex and ethnicity.
“All Normal Human Fresh Frozen (FF) Synovial Tissue and Normal Human Ribonucleic Acid (RNA) samples must be Russian / Caucasian origin,” reads the contract’s technical specifications. “All FF Synovial tissue and RNA samples must come from normal donors, who have no musculoskeletal injuries. This shall be confirmed by pathology. All FF synovial tissue must have a weight greater than or at a minimum of 0.25 grams.”
This corresponds with previous statement by Russia’s President Vladimir Putin. During a meeting of Council for Civil Society and Human Rights on October 30, he said that biomaterial of different ethnicities is being collected in Russia.
“Do you know that the biological material is being collected throughout this country? It is being collected among the different ethnicities and people, living in different corners of Russian Federation. Here’s the question — why would someone do this? They are doing this very professionally and deliberately. They show a lot of interest in our people,” Putin said.
The listing on Federal Business Opportunity was created in July of 2017.
According to some experts, the US may collect biomaterial from Russian citizens in order to create a database that can be used in developments of biolological weapons that would target only certain groups of the population. See my comment above I think you might be referring to the A and B Lymphocytes, I would guess the Immunoglobulin complexes (Y-shaped thingies that are individual DNA specific) of the B-Lymphocytes, engineering bacteria containing such aspects would render certain populations (e.g., ‘Russian’, but in reality, UA, Belarussians too) vulnerable to infection through the removal of acquired immunity.

CAMD is near several major military medical facilities and the base where Air Force recruits attend basic training (plenty of fresh meat for CAMD or other medical studies that they can keep track of for four years).
Russian Caucasian tissue for some kind of ‘Caucasian baseline’ might make sense if other ethnic groups are also similarly baselined in the study – I have no idea either way. A public bid for Russian tissue samples may just mean that few commercial tissue banks outside of Russia have any so the Air Force is trying to scrounge some up.
If they were trying to create some kind of a Russian ethnic bioweapon, they wouldn’t be looking for synovial tissue of all things (unless the US scheme is to give all ‘Caucasian Russians’ arthritis for some reason).
