US Targets Latin American “Troika of Tyranny” With New Sanctions

Between April 12th and 17th, the US targeted the so-called “Troika of Tyranny” of Venezuela, Cuba and Nicaragua with sanctions.

On April 12th, the US Treasury Department announced sanctions aimed at pressuring Cuba to end support for Venezuelan President Nicolas Maduro’s government.

“We continue to target companies that transport Venezuelan oil to Cuba, as they are profiting while the Maduro regime pillages natural resources.  Venezuela’s oil belongs to the Venezuelan people, and should not be used as a bargaining tool to prop up dictators and prolong oppression,” said Treasury Secretary Steven T. Mnuchin.  “Maduro relies on the support he receives from the Cuban military and intelligence services to retain his hold on power because he does not have the support of the Venezuelan people.”

In addition, US Secretary of State Mike Pompeo announced that Title III of the Helms-Burton Act, also known as the Libertad Act, would be implemented in full effective May 2.

The US will enforce a provision of the decades-old trade embargo on Cuba that will allow US citizens to file lawsuits in US federal court against businesses that operate on property seized by the Cuban government during the revolution — the first administration to do so since the law’s creation in 1996.

“Any person or company doing business in Cuba should heed this announcement,” Pompeo said in remarks at the State Department. “Implementing Title III in full means a chance at justice for Cuban Americans who have long sought relief from Fidel Castro and his lackeys seizing property without compensation.”

“The Cuban regime has for years exported its tactics of intimidation, repression and violence. They’ve exported this to Venezuela in direct support of the former Maduro regime,” Pompeo said.

US National Security Adviser also repeated Pompeo’s claims, adding that the US would introduce restrictions on travel and remittances to Cuba, reversing the engagement policies from the Obama era while increasing pressure on the island’s government in response to its support of the Nicolás Maduro regime in Venezuela.

“In no uncertain terms, the Obama administration’s policies toward Cuba have enabled the Cuban colonization of Venezuela today,” National Security Advisor John Bolton said Wednesday during a speech at the Biltmore Hotel in Coral Gables. The changes were designed to reverse “the disastrous Obama-era policies, and finally end the glamorization of socialism and communism,” he added.

Travel to Cuba for reasons other than family visits will be limited, in an effort to restrict travel deemed as “veiled tourism,” said a high-ranking official who spoke on condition of anonymity. That could signal the end of cruises, which started to operate during the Obama years because of an expansion of the categories of travel allowed.

Cuban President Miguel Diaz-Canel Bermudez responded on Twitter, saying that the Title III is no worse than Title I or II.

The EU also expressed discontent with the introduction of Title III. EU Foreign Affairs Representative Federica Mogherini and EU Commissioner for Trade Cecilia Malmstrom wrote to Pompeo and voiced their opposition to the move and threatened to launch a case with the World Trade Organization. Their voices were joined by Canadian Foreign Minister Chrystia Freeland.

They said that they “consider the extraterritorial application of unilateral Cuba-related measures contrary to international law.”

“We are determined to work together to protect the interests of our companies in the context of the WTO and by banning the enforcement or recognition of foreign judgements based on Title III, both in the EU and Canada. Our respective laws allow any US claims to be followed by counter-claims in European and Canadian courts, so the US decision to allow suits against foreign companies can only lead to an unnecessary spiral of legal actions,” they said.

The US Treasury department sanctioned the Central Bank of Venezuela and its Director on April 17th.

“Treasury is designating the Central Bank of Venezuela to prevent it from being used as a tool of the illegitimate Maduro regime, which continues to plunder Venezuelan assets and exploit government institutions to enrich corrupt insiders,” said Treasury Secretary Steven T. Mnuchin.  “The United States is committed to helping the Venezuelan people.  While this designation will inhibit most Central Bank activities undertaken by the illegitimate Maduro regime, the United States has taken steps to ensure that regular debit and credit card transactions can proceed and personal remittances and humanitarian assistance continue unabated and are able to reach those suffering under the Maduro regime’s repression.”

The statement also said that the sanction targets “a key entity and individual in Venezuela’s financial sector, which the Maduro regime continues to exploit in order to stay in power.” It also is a reinforcement of the Trump’s administration resolve to topple “the Maduro regime.”

Venezuelan President Nicolas Maduro rejected the set of “illegal sanctions.”

“The Central Bank of Venezuela will face and overcome with the law and with dignity the sanctions that the U.S. seeks to impose on our monetary institution,” the president said. He also stressed that “in the face of the imperialist aggressions against Venezuela, it is up to us to work and do more work, love and give more love to build a homeland. Venezuela will win!”

Finally, the US Treasury department sanctioned the finances of Nicaraguan President Daniel Ortega’s “Regime.”

“President Ortega, Vice President Murillo, and members of their inner circle continue to engage in blatant corruption, violence, and violations of basic human rights.  The corrupt Ortega regime has ignored the Nicaraguan people’s calls for reform, including the freeing of all political prisoners, and early transparent elections,” said Sigal Mandelker, Under Secretary of the Treasury for Terrorism and Financial Intelligence.  “Treasury is sanctioning Laureano Ortega Murillo and BanCorp for their roles in corruption and money laundering for the personal gain of the Ortega regime.  These actions send a message to all who continue to prop up the Ortega regime that there is a steep price to pay for abusing the Nicaraguan economy and its people.”

Earlier, in February 2019, US Secretary of State Mike Pompeo did, in fact, say that Nicaragua and Cuba would follow after Venezuela, but it seems that the timeline was pushed forward.

The only confirmed troika of Tyranny the world knows of are Washington, State-department and the CIA/Nato.
