Venezuelan President Nicolas Maduro asked Russia, China and Iran to bolster the defense capabilities of his country as it faces a serious threat from the United States, The Washington Post reported on October 31, citing internal American documents.
Tensions have been on the rise between the U.S. and Venezuela since August, when the administration of President Donald Trump doubled the reward for the arrest of Maduro to $50 million on drug trafficking charges then deployed an amphibious ready group with thousands of marines close to the Caribbean Sea on a so-called “counter narco-terror operation”.
In recent weeks, U.S. bombers flew near the coast of Venezuela three times and the Trump administration ordered the deployment of an entire carrier strike group to the Caribbean.
Since the start of the escalation, the U.S. military has carried out 14 strikes against boats allegedly carrying drugs in the Caribbean and the eastern Pacific Ocean, killing 61 people.
The Washington Post’s report said that Maduro is seeking assistance for radars, fighter jets maintenance and possibly missile supplies.
The appeals to Russia were conveyed in a letter addressed to President Vladimir Putin. It was delivered by Ramon Celestino Velasquez, Venezuela’s transport minister, during a visit to Moscow earlier this month.
In the message, Maduro asked Russia to help strengthen Venezuela’s air defenses, including restoring several Russian-made Sukhoi Su-30MK2 fighter jets. He requested support to overhaul eight engines and five radars in Russia, obtain 14 of what were believed to be Russian missiles, and provide unspecified “logistical support,” the documents show.
According to the U.S. documents, Maduro stressed that the fighter jets “represented the most important deterrent” for Venezuela and sought a “medium-term financing plan of three years” through Russia’s state-owned Rostec, with no amount specified.
Maduro also prepared another letter to Chinese President Xi Jinping seeking “expanded military cooperation” in response to “the escalation between the U.S. and Venezuela,” according to the documents cited by The Washington Post.
Maduro urged Beijing to speed up Chinese firms’ production of radar detection systems to strengthen Venezuela’s defenses.
The documents added that “in the missive, Maduro emphasized the seriousness of perceived U.S. aggression in the Caribbean, framing U.S. military action against Venezuela as action against China due to their shared ideology.”
In addition, the documents said that Velasquez arranged a recent shipment of military gear and drones from Iran and planned a visit, telling an Iranian official that Venezuela needs “passive detection equipment,” “GPS scramblers” and “almost certainly drones with 1,000 km [600 mile] range.”
The Washington Post’s report came out just a few hours following reports suggesting that the U.S. was nearing a decision on launching strikes inside Venezuela.
A report by The Wall Street Journal revealed that the U.S. identified Venezuelan military targets allegedly used for drug-trafficking. A report published by the Miami Herald shortly after said that the Trump Administration had made the decision to attack the country, and that the strikes could begin “in a matter of days or even hours.”
When asked by reporters later in the day if recent media reports that he was considering strikes within Venezuela were true, Trump said, “No.”
Secretary of State Marco Rubio also slammed the Miami Herald, saying on X that the outlet was “tricked” into writing “a fake story.”
Despite these remarks by Trump and Rubio, a report by Newsweek, citing satellite images, revealed that U.S. warships are now stationed within striking distance of Venezuela.

The U.S. Federal Aviation Administration, acting under the direction of the Department of Defense, also issued a Notice to Air Missions (NOTAM) establishing temporary flight restrictions over an area off the southeast coast of Puerto Rico for “Special Security Reasons.”

In addition, nearby Trinidad and Tobago put its military on “STATE ONE ALERT LEVEL” and recalled all personnel to their bases.
A C-146A Wolfhound aircraft operated by the U.S. Air Force Special Operations Command was also spotted on the aviation tracking website Flightradar24 on an unusual flight over Colombia.

All in all, the U.S. appears to be about to attack Venezuela. The recent remarks by Trump and Rubio are likely nothing more than political deception.
Venezuela has been actively preparing for a U.S. attack by mobilizing, deploying air defenses and conducting military exercises focused on decentralization. However, The Washington Post’s report suggests that the country’s military may not be ready for such a confrontation.
In the end it all depends on the scale of the U.S. attack. Venezuela can likely withstand even a large wave of strikes. Any attempt by the Trump administration to change the regime in Caracas will, however, require more than strikes. In the case of a full-on invasion, the Venezuelan military best bet would be to adopt guerilla warfare tactics.
