On March 17, 2023, the II Pre-Trial Chamber of the International Criminal Court issued arrest warrants for two persons in the context of the situation in Ukraine. They are Russian President Vladimir Vladimirovich Putin and Commissioner for Children’s Rights under the President of the Russian Federation Maria Alekseevna Lvova-Belova.
As stated in the court’s message, they are “allegedly responsible for a war crime, which consists in the illegal deportation of the population (children) from the occupied territories of Ukraine to the Russian Federation.” According to the ICC, this happened in the period from February 24, 2022.
While thousands of children are evacuated by the Russian military from the war-torn region, in May 2022, Putin signed a decree on simplifying the procedure for obtaining Russian citizenship for orphans from Ukraine and from the Donetsk and Lugansk People’s Republics. The decree applies to children who have been left without parental care, and incapacitated people.
Maria Lvova-Belova has repeatedly told about the evacuation of children from the war zone in Ukraine, including orphans and those who needed decent medical treatment. So, in November 2022, she reported that 52 children with severe pathologies were urgently taken out of a boarding house located near the front line in the Kherson region.
On March 10 2023, she said that 89 children, who are citizens of Ukraine, are waiting to be reunited with their parents in the Russian southern Crimean and the Krasnodar regions. All the children are accommodated in sanatoriums and health camps and are provided with all the necessary treatment.

The figure of Maria Lvova-Belova is an illustrative example of a heroic Russian woman. Therefore, she is likely the one who provokes outrage in the modern Western ideologists.
She is Russian, Orthodox, wife of an Orthodox priest, the mother of five and the guardian of 22 children. In 2012 and 2013, ahe adopted four more children. In 2020 she became guardian for eight young people with mental disabilities, in 2021 she took custody of five more disabled graduates of the orphanage.
It seems that the West got mad against this white, beautiful, successful woman of correct orientation, mother of five children, married to an Orthodox priest.
Today, attention from the West, sanctions, arrest warrants etc, is not a punishment but honor for Russian citizens.
The ICC was completely discredited itself.
The Russian Foreign Ministry reminded that the decisions of this court do not matter to Russia, since Russia is not a party to the Rome Statute.
“Russia does not cooperate with this body, and possible “recipes” for arrest coming from the International Court of Justice will be legally null and void for us” – spokeswoman for the Foreign Ministry declared.
Ukraine has also signed the Rome Statute, but has not ratified it. However, in 2015, the country recognized the jurisdiction of the court “in respect of all crimes committed on the territory of Ukraine since the beginning of the military aggression of “Russia”. In total, 123 countries have ratified the document. They also do not include China, Turkey, India and the United States.
If Vladimir Putin and Maria Lvova-Belova get into one of the 123 countries that recognize the jurisdiction of the ICC, they can be extradited by the country to the International Criminal Court. However, according to the current international law, if they receive special guarantees from the Russian Ministry of Foreign Affairs, any consequences will be avoided.

The “ICC” is a joke. It is also a joke for countries like Austria and Armenia to say the will “arrest” Putin if he goes to their countries. Any country that tries to lay a hand on a head of state, will cease to exist.
