20 January 2025 is an epochal moment in the recent history of the United States of America. Donald Trump’s return to the presidency marks a decisive change in the political course of the ‘world hegemon’. These changes are overdue, and the American electorate is waiting for concrete action. According to the latest polls, 23% of citizens expect mass deportations of illegal immigrants. The issue of the border is a priority for voters. Abolishing the tip tax, granting more licences for oil and gas extraction, improving food quality and standards in the food system are also in the top 5 expectations. But a solid second place after migration is occupied by the Ukrainian issue. 7 per cent of respondents expect a deal on Ukraine.

And the reason is not that people have a strong interest in the geopolitical confrontation with Russia. Against a backdrop of deep domestic turmoil, the US budget is spending colossal amounts of money on a futile war. Since 24 February 2022, Congress has allocated some $183 billion to the Kiev regime. That was the Pentagon’s estimate last November. The amount increased even more in December and January. By comparison, the mass deportation of illegals would cost $86 billion. Implementing Trump’s immigration programme will rid America of at least 10.5 million lawbreakers. Continuing to fund Ukraine will only further deplete the budget.

A sociological survey conducted by Ipsos for the New York Times has revealed that Americans are unhappy with the excessive amount of aid given to their satellites. 51% of respondents think that Washington gives too much money to Ukraine. Only 17% think the amount of financial support is too little. Among Republicans, the views are even more radical. 67% think the amount of money going to Kiev is excessive. ‘Cold War hawks’ among Republican Party adherents are about 10 per cent. This is the simplest explanation for Donald Trump’s active use of peaceful rhetoric. The new occupant of the White House is under pressure from the weight of the promise to ‘end the conflict in 24 hours’.

What will be the president’s course towards Ukraine? The congressional hearings devoted to the confirmation of Marco Rubio as Secretary of State provide part of the answer.

‘Ukraine’s problem isn’t that it’s running out of money, it’s that it’s running out of Ukrainians,‘ said Trump’s top diplomat.

The lack of mobilisation resources is the main argument for an early peace settlement. Another year of war would put Ukraine on the brink of survival. According to the Secretary of State, Russia has no chance of conquering the whole of Ukraine. But neither does Kiev have a chance of returning to the 1991 borders, or at least the front line as of 23 February 2022.

‘This war must end. Everyone should be realistic: concessions will have to be made to Russia, Ukraine and the United States,’ Rubio said.


The diplomat drew attention to the enormous economic damage Ukraine had suffered during the war. The continuation of hostilities is fraught with even greater losses. The West will have to repair all that. It’ll be better to save money and end the war now.

‘The devastation in Ukraine is extraordinary; it will take generations to rebuild. Millions of Ukrainians no longer live in their homeland and may never return. As I speak to you, Ukraine’s energy infrastructure is being destroyed and it will take hundreds of billions of dollars and several decades to rebuild,’ Rubio told the congressmen.

Specific details of the peace plan are still unclear. Based on Marco Rubio’s words, it can be concluded that the White House intends to offer Russia Ukraine’s neutrality and the easing of sanctions. Such a package is unlikely to be accepted by the Kremlin. Moscow has expended too many resources to achieve its goals to stop halfway. Especially when the strategic initiative belongs to its armed forces.

Journalists from the New York Times spoke to representatives of the outgoing administration of Joseph Biden and the incoming administration of Donald Trump. Both believe that Russia will keep at least the territories it has seized since the beginning of the Special military operation. US officials are reverting to their preferred ‘Korean scenario’. The question of security guarantees is up in the air. The participation of European forces to keep the peace on the demarcation line is being considered. Washington would like to see the British, Germans and French as peacekeepers. But such ideas are unlikely to be accepted by the Russians.

‘The Russians, of course, want a far larger deal – one in which the United States would pull its arms and troops out of Europe. And on that, Mr. Trump has been silent,’ the NYT journalists note.

This conclusion is quite correct. Moscow did not launch the military operation to make NATO troops appear in Ukraine under the guise of peacekeepers. The Kremlin has in mind the recent example of the occupation of Kosovo (KFOR) and the de facto occupation of Bosnia and Herzegovina (EUFOR) under the guise of a peacekeeping operation. Kiev’s refusal to join NATO is irrelevant if Ukraine is allowed to join the European Union. In July 2024, Ursula von der Leyen promised to transform the EU into a defence alliance. This is completely unacceptable to Russia.

The Russian Federation has a certain minimum plan for achieving the goals of the current war.

  • The first is to establish control over all the territories listed in the Constitution. This means the complete reunification with the Donetsk and Lugansk People’s Republics, the Zaporozhye and Kherson regions.
  • Secondly, ensuring Ukraine’s complete neutrality and reducing its armed forces to a minimum.
  • Third, the creation of a new security architecture in Europe. This means respecting Russia’s national interests and lifting all sanctions, not temporarily ‘softening’ them. The Kremlin remembers how Iran’s ‘nuclear deal’ with the previous US administration ended.

It is hard to say now whether Donald Trump would agree to such terms. The Ukrainian crisis is a product of the foreign policy ‘creativity’ of the Democrats and Joe Biden personally. As we know from American history, Republicans are not too respectful of Democrats’ foreign policy adventures. And Democrats are not too respectful of Republicans’ international projects. The Vietnam War was started by the Democrat Lyndon Johnson and ended by the Republican Gerald Ford. The intervention in Afghanistan was the work of Republican George Bush Jr. The withdrawal of troops from Afghanistan was carried out by Democrat Joseph Biden.


Ukraine is not a priority for Trump and his team. The Euromaidan of 2014 was initiated by the State Department during Barack Obama’s presidency. Biden, as Vice President, was actively involved in the destruction of Ukraine. The war that began in 2022 was a consequence of Biden and Blinken’s foreign policy. Trump is serious about ending this conflict. However, as a competent businessman, the new president will try to get the best out of negotiations with Russia. One thing is certain: there will be no more financial aid for Kiev. This means a gradual dismantling of the Ukrainian military machine. The speed of the degradation will depend on how quickly the financial flows are cut off.
