Russia continued regular strikes on Ukraine’s port infrastructure and maritime vessels that, according to the Russian Defense Ministry, are used to transport military cargo. On July 27–28, the primary targets were in the ports of Odesa, Chornomorsk and Mykolaiv, as well as in the northwestern part of the Black Sea. Over the same period, Ukraine used drones against several regions of Russia, including Moscow and the surrounding region, Rostov-on-Don, Udmurtia and Crimea.
Strikes in Ukraine
Overnight into July 27, Russian forces carried out strikes on port facilities that, according to Russian military officials, are involved in handling military cargo. In the port of Mykolaiv, two bulk carriers were damaged by strike drones during unloading operations. Later that day, strikes were reported at facilities in three major port cities: in Odesa, at transshipment infrastructure and fuel storage sites; in Chornomorsk, at fuel tanks; and in Mykolaiv, at another cargo vessel.
On the morning of July 28, the strikes continued. In the northwestern Black Sea, drones damaged a bulk carrier that, according to available information, was transporting military cargo. In Mykolaiv, jet-powered Geran-4 Seeker drones were used against two cargo vessels. In addition, about 11 kilometers (7 miles) east of Odesa, a cargo ship en route to the ports of Odesa and Chornomorsk was hit. Damage was also reported to transshipment infrastructure and fuel storage facilities in Mykolaiv.
Beyond port facilities, strikes affected energy and transportation infrastructure. In Kyiv, Combined Heat and Power Plant No. 5 (CHP-5) was damaged, and in the Makariv area, the Kyivska electrical substation was hit. In the Dnipropetrovsk region, locomotives were reported damaged. Throughout the day, explosions were reported in Mykolaiv and Kharkiv.
According to local authorities and Western analysts, a significant number of gas stations along routes between Kharkiv, Poltava, Dnipro and Zaporizhzhia have been put out of service. About 200 stations have reportedly been affected, including around 80 in the Kharkiv region. This has impacted transportation and fuel logistics in the area.
Strikes in Russia
On July 27, Ukrainian drones targeted two sites: an export terminal in Rostov-on-Don and an oil depot in Sarapul. In Rostov-on-Don, five people were killed, including a child, and 13 were injured in a nighttime incident. Residential buildings in central Belgorod were also reported damaged.
On July 28, the most intense incidents were reported in the Moscow region. In Chekhov, a multi-story residential building was damaged, and a fire broke out at an industrial site. Private homes were also damaged in Dubna and the village of Vaulovo. Footage circulated showing a fire at a logistics warehouse in Koledino, near Podolsk. According to Russian authorities, 81 drones were intercepted on approach to Moscow.
In the Ryazan region, a drone struck an apartment building; damage was also reported to a cell tower, a water tower and a power line. In eastern Crimea, strikes affected energy facilities, leaving some settlements without electricity. In the Belgorod region, a passenger bus was damaged and 19 people were injured. Witnesses said the drone was heading straight for people fleeing the bus, but it snagged on an obstacle and exploded near the crowd.
Amid concerns over risks to civilian infrastructure, Russian oil and gas companies have begun installing modular shelters known as KUB-M units, designed to hold more than 50 people. The structures are intended to provide protection against drones and can be reinforced with concrete blocks. In addition, it is reported that Russia has deployed a range of laser systems to counter drones, with one such system disabling nearly 60 targets in a month at minimal operating cost.
