Russian forces and the Kurdish-led Syrian Democratic Forces (SDF) established on November 3 a coordination and operations center in the northern Raqqa countryside, according to the North Press Agency (NPA).

“The establishment of a military coordination and operations center in the town of Ain Issa, north of Raqqa, between SDF and Russian forces, without the participation of Syrian government forces,” the NPA’s reporter in northeast Syria said.

Some institutions of the SDF’s political wing, the Syrian Democratic Council (SDC), are located in Ain Issa. The town also hosted several bases of U.S. forces, which withdrew from Raqqa last month.

It’s unclear yet why the Syrian Arab Army (SAA) will not be a part of the new coordination and operations center in Ain Issa. The army deployed thousands of troops in northeast Syria over the last few weeks under an agreement with the SDF.

Last month, the SDF announced that it had accepted a safe-zone agreement between Russia and Turkey. Ain Issa center may have been set to monitor the implementation of that agreement.
