After the terrorist attack on the Crimean Bridge, the Russian Security Service revealed the way the explosion was prepared and the names of the participants. The explosive was first transferred from Odessa, Ukraine, to Ruse, Bulgaria. This fact has raised suspicions that the terrorist Kiev regime used the grain deal to carry out an attack on the bridge, which claimed the lives of at least four civilians.
On October 15, a spokeswoman for the UN mission in the Joint Coordination Center (JCC) claimed that the UN has no data on the vessel on which, according to the FSB, a bomb for the Crimean Bridge was delivered from Odessa to Bulgaria in early August. The UN reported that the first vessel under the grain deal sailed from Ukraine to Bulgaria in early September.
According to the JCC, the first vessel from Ukraine with the final destination in Bulgaria left the Ukrainian port on September 2, then the ship FULMAR S sailed from Yuzhny. Three days later, on September 5, the ship was inspected. Palla stressed that ships are not allowed to deviate from the route by entering any other port in the direction of Istanbul along the corridor. She added that after the verification is completed, they are sent to their final destination.
However, answering the question whether the Odessa — Ruse voyage was carried out as part of the grain deal, Palla that she did not know the details of the vessel in question.
“But I can confirm that all flights of vessels participating in the Black Sea Grain Initiative are monitored around the clock and seven days a week by the Joint Coordination Center when passing through the maritime humanitarian corridor,” she continued.
It should be noted that the UN mission within the grain deal resorts to help of numerous volunteers around the world, including translators, who have access to the documents of the vessels involved in the export of Ukrainian grain. These volunteers should speak English, Ukrainian and Russian languages, thus they mainly include citizens of Ukraine, Russia or other post-Soviet States. The work with volunteers is carried out online. Thus, it should no tbe excluded that the Ukrainian Intelligence could use this opportunity to prepare the operation. According to the FSB, the head of military intelligence of Ukraine Kirill Budanov was the main orchestrator of the terrorist attack.
According to the FSB, the bomb was disguised in rolls with construction plastic film, after which it was sent from the port of Odessa to the Bulgarian city of Ruse, the contract was concluded between Translogistic UA (Kiev) and Baltex Capital S.A. (Ruse).
FSB investigators believe that, most likely, the bomb was taken out of Odessa by sea, but it has not yet been established whether it was done with the help of grain carriers or not, Putin said on October 14.
“If humanitarian corridors for the supply of grain to the poorest countries <…> are used to commit terrorist acts, this will call into question the functioning of the corridors,” Putin warned, repeating that Moscow does not have such information yet.
Putin should play the plausible deniablility game too. Unmoored naval mines would quickly stop anything coming out of Odessa for a while.
