What is that 100 meters CEP?
Accuracy… CEP (Circular Error Probable) is defined as the radius of the circle in which 50% of the fired missiles land. The smaller it is, the better the accuracy of the missile.
According to destruction of trucks the CEP was not too big…

Assad’s father used to be an allay of SSSR and was spending Quite a lot on defense…They might have “a supply” of Tochka’s. They are not in production any more and they do have expire date also. If Russia has some left in reserve (in storage) they might re-supply them.

Russia should supply some of these babies to the self-defense forces of the Donbass and some R-17 scud’s.
Lots of Tochkas in stockpile, they are effective and deadly in the 70-150 kms range, use the Iskanders for higher value targets.
Perhaps Israel would like a few free samples fromthe SAA :)

It was likely a missile with sub-munition warhead. That may explain why the tail remained largely intact and the substantial level of damage it has created.
