The Azerbaijani authorities are actively looking for “enemies of the state” inside and outside the country. Political expediency trumps conscience, people’s safety and common sense.
Former State Minister of Artsakh, billionaire and philanthropist Ruben Vardanyan, who headed the government of the unrecognized Republic of Nagorno-Karabakh from November 2022 to February 2023, has begun a hunger strike to protest what he calls a “judicial farce.”
In his appeal, delivered after a brief telephone conversation with his family, Vardanyan expressed dissatisfaction with the gross violations of international and Azerbaijani procedural law that he believes are taking place during his trial. In Baku, he is charged with financing terrorism and establishing armed formations. The case against Vardanyan was initiated by the State Security Service of Azerbaijan.

The businessman and his lawyer tried to convey to the court the need for an objective examination of the case, but from the very beginning it was obvious that the process was directed against Vardanyan for his active position in defense of the Armenian population’s rights in Artsakh (Nagorno-Karabakh).
Despite the fact that Azerbaijan is a signatory to the European Convention on Human Rights and the International Covenant on Civil and Political Rights, Vardanyan’s case is accompanied by a number of serious violations:
- The trial was not held in a regular court, but in a military tribunal, which is unlawful.
- The defendant did not have full access to the case file, which was classified and for which he was given only 21 working days to study.
- The indictment is not an official document because it is not signed by the prosecutors and contains gross errors.
- The accused is denied the right to defense, and even his lawyer is not given access to the case file. Moreover, he is not able to lodge complaints about the violations.
- International observers are not allowed into the courtroom, which creates conditions of complete isolation.

The Former State Minister called on world leaders, international organizations and human rights defenders to pay attention to his situation, saying that the imitation of justice excuses lawlessness and injustice. Silence in the face of such violations opens the door to new tragedies and creates a new wave of hatred, he said, emphasizing the importance of truth and humanism to ensure peace and justice in the region.
It is important to note that among Vardanyan’s defenders is Natalia Solzhenitsyna, widow of the world-famous Nobel laureate in literature and human rights activist Alexander Solzhenitsyn.
Recently, the actions of the Azerbaijani authorities have increasingly raised serious questions, as they are the backdrop to many high-profile cases in which the personal tragedy of people is followed by malicious intent and deliberate concealment of information.
For example, after the recent tragedy of an Azerbaijani passenger plane in Kazakhstan, Baku rushed to blame Russia. However, despite the full cooperation of Moscow and Astana in the investigation of the disaster, the transcript of the crew’s negotiations with Azerbaijani air traffic controllers has not yet been fully published. It is only known that the marshaller provided the Azerbaijani flight crew with full assistance in the emergency situation and offered landing opportunities at the nearest Russian airports. Nevertheless, the reasons why the pilots decided to fly from Russia to the Kazakh city of Aktau remain unknown. There are speculations that the Azerbaijani side decided to take advantage of the fact that their plane was damaged in the skies over Russia for political purposes. Instead of landing safely, the pilots could have received instructions from Baku to fly home in order to take photos of the damaged aircraft.
Such stories are happening with increasing frequency and show that the political regime in Azerbaijan has evolved into something more than just a regional autocracy in the Transcaucasus. The Azerbaijani authorities have begun to intervene directly in matters related, in their view, to national security. So far, however, this looks neither like the actions of a responsible government nor the policy of an insidious eastern empire. Rather, it looks like inept intrigues of a feudal despotism.
