Ukraine attacked the city of Voronezh in southwestern Russia with American-made MGM-140 ATACMS tactical ballistic missiles on November 18, but they were all intercepted and the launchers were later destroyed inside Ukrainian territories, the Russian Ministry of Defense announced.

“On 18 November 2025, at 14:31 (Moscow time), the Kiev regime attempted to launch a missile strike against civilian objects in the depth of the territory of the Russian Federation,” the ministry said in a statement released on November 19.

The attack involved four missiles, according to the ministry, which said that they were all intercepted by S-400 long-range air defense systems and Pantsir-S short-range air defense systems.

“Falling debris from the destroyed missiles damaged the roofs of the Voronezh Regional Geriatric Centre and an orphanage, as well as one private house,” the ministry added, noting that there were “no casualties or injuries among civilians.”

The ministry also released photos showing the remains of some of the intercepted ATACMS missiles with clear shrapnel holes.

In addition, a video from Voronezh taken during the attack shows four clouds of smoke over the city from the successful interceptions.

The situation didn’t end with the interception of the missiles, however. According to the Russian MoD, “air reconnaissance systems promptly identified the location of the ATACMS launch in Kharkov region” in eastern Ukraine then a retaliatory strike was carried out.

“Two U.S.-made MLRS (Multiple Launch Rocket System) launchers were detected near Volosskaya Balakleya (50 kilometers southeast of Chuguyev),” the ministry said

“An Iskander-M system launched a missile strike against the AFU (Armed Forces of Ukraine) missile position, which destroyed two MLRS launchers along with ammunition and up to 10 servicemen of the crews,” it added.

Footage released by the ministry shows a clear impact, with secondary explosions at the site where the alleged M270 MLRS systems were moving.

The United Kingdom, Norway, France and Germany supplied at least 16 American-made MLRS and MARS II – the German-made version of the system – to Ukraine after the start of the Russian special military operation.

Each MARS II or MLRS launcher can be armed with up to 12 M30/M31 series GMLRS GPS-guided rockets, which have a range of more than 70 kilometers, or two ATACMS missiles.

Kiev forces first deployed the ATACMS in October of 2023. At the time, Ukraine received a limited number of ATACMS missiles from the United States. However, the missiles were of the older M39 Block I version, which has a range of 165 kilometers. This version is armed with a cluster warhead with 950 M74 bomblets. This batch was quickly used within a few weeks.

Later in April of last year, Kiev forces resumed attacks with ATACMS missiles after receiving a batch made up of around a hundred units in secret from the U.S. These missiles were however of a newer version with a longer-range.

It is still unclear what was the version supplied to Ukraine. The U.S. might have supplied the M39A1 Block I which is armed with a cluster warhead with 300 M74 bomblets but has a range of 300 kilometers, or with the M48 QRU and M57 Block IA Unitary versions which are both armed with WAU-23/B unitary warheads and have a range of 270 and 300 kilometers respectively.

Reports from last March revealed that Ukraine has exhausted all its stocks of ATACMS missiles. Thus, the failed attack on Voronezh suggests that more were delivered very recently.

The latest ATACMS attack appears to be an attempt by Ukraine to make up for its recent defeats in the special military operations zone. Kiev forces are losing the battles in the cities of Pokrovsk in the region of Donetsk in southeastern Ukraine and Kypyansk in Kharkiv. Their defenses are slowly collapsing everywhere else.

The U.S. may have delivered additional ATACMS missiles instead of approving Kiev’s request for more power long-range weapons, namely the BGM-109 Tomahawk land-attack cruise missile. In any case, attempts to attack Russian territories will change nothing.
